PLEA is a local authority initiative managed by Energy Action Devon, which provides grants to help landlords improve the energy efficiency of their rented properties. Grants are available for loft and cavity wall insulation, as well as boiler replacements and repairs.

The PLEA scheme is currently running in East Devon, Exeter, Mid Devon, South Hams and West Devon.

All private sector landlords with a rented property/properties in the above areas that are residentially occupied, or available for residential occupation are eligible to apply for the grant (excluding holiday lettings).

To apply the landlord needs to return the completed application form to Energy Action Devon with a copy of the tenancy agreement (if occupied). You will then receive a grant approval letter authorising work to proceed, informing you of how much funding you have been allocated and what steps you need to follow. Please note that funding is limited and is allocated on a first come first served basis, and we are unable to provide funding for any works which have been carried out prior to your application.
